Urbanization is a key driver of growth and poverty reduction, significantly shaped by effective project management and the principles of sustainable design. Worldwide, over 80 percent of economic activity is concentrated in cities, which are essential in the process of urban transformation. These urban areas lift millions out of poverty by providing opportunities through density and agglomeration, including jobs, services, and innovation.
Urbanization plays a crucial role in lifting people out of poverty and advancing progress towards the Millennium Development Goals (MDGs). However, if not managed effectively through sound project management practices, it can lead to the rapid expansion of slums, environmental pollution, and crime, according to the Global Monitoring Report (GMR) 2013, released today by the World Bank and International Monetary Fund (IMF).
Urban transformation driven by urbanization has been a significant factor in poverty reduction and the achievement of other MDGs. With over 80 percent of global goods and services produced in urban areas, countries with higher levels of urbanization, such as China and many others in East Asia and Latin America, have been instrumental in reducing extreme poverty worldwide. Conversely, the least urbanized regions, South Asia and Sub-Saharan Africa, face much higher poverty rates and continue to struggle with most MDGs.
“The rural-urban divide is quite evident. Megacities and large cities are the wealthiest and have far better access to basic public services; smaller towns, secondary cities, and areas on the outskirts of urban centers are less affluent; and rural regions are the most impoverished,” stated Kaushik Basu, the World Bank’s Chief Economist and Senior Vice President for Development Economics. “However, this does not imply that unchecked urbanization is a panacea – the urban poor in many regions urgently require improved services as well as sustainable design for infrastructure that connects them to education, employment opportunities, and adequate healthcare.”
“Emerging market and developing countries are experiencing robust growth despite the sluggish expansion in advanced economies. Sustaining this growth – through prudent macro policies and enhancing risk management capabilities, including the reconstruction of depleted policy buffers – is essential for continued progress in poverty reduction as we approach 2015,” remarked Hugh Bredenkamp, Deputy Director of the IMF’s Strategy, Policy and Review Department.
“Agglomeration, or the clustering of people and economic activities, is a vital driver of development, and evidence indicates that it can yield significant benefits, especially for nations at earlier stages of development,” noted Lynge Nielsen, Senior Economist in IMF’s Strategy, Policy and Review Department and co-author of the GMR.
“Urbanization is indeed important. However, to fully leverage the economic and social advantages of urbanization, policy-makers must focus on efficient land-use planning, align population densities with the necessary infrastructure for transport, housing, and other amenities, and secure financing for such urban development initiatives,” emphasized Jos Verbeek, Lead Economist at the World Bank and lead author of the GMR.
